Delete Public Family Coverage

Changes the status of the specified coverage back to deleted. This cannot be used for private or individual coverages. It is an operation because it automatically changes child individual coverages and because there are strict limits on what data elements can be present. Also, it has a side effect of creating a new note Observation.
